Il volume è finalizzato a sottoporre la cittadinanza dell’Unione europea, a trenta anni dalla sua consacrazione normativa mediante il Trattato di Maastricht, ad una rilettura critica. L’obiettivo è quello di accertarne, nel divenire del processo di integrazione europea, le eventuali potenzialità espansive e anche il grado di permeabilità rispetto alle dinamiche evolutive che hanno interessato e continuano ad interessare la (coesistente) cittadinanza nazionale. Quali possono essere, dunque, le nuove “frontiere” di una cittadinanza nazionale permanentemente under evolution e quali quelle di una cittadinanza europea che, divenuta da tempo molto più di una market citizenship, sembra apparire “under stress”? Ulteriore obiettivo dell’indagine è quello di verificare i termini di un equilibrio, sempre più fluido e instabile, tra cittadinanza nazionale e cittadinanza europea.

 

 

The purpose of this volume is to subject European Union citizenship to a critical review, thirty years after its legislative provision through the Maastricht Treaty. The objective is to ascertain, as the European integration process evolves, its possible expansive potential, as well as its degree of permeability with respect to the evolutionary dynamics that have affected and continue to affect the (coexisting) national citizenship. What, then, may be the new “borders” of a national citizenship that is permanently under evolution, and what are the ones of a European citizenship, that, having long since become much more than a market citizenship, appears to be “under stress”? A further aim of the analysis is to verify the terms of an increasingly fluid and unstable balance between national citizenship and European citizenship.
